Fairmont/Morgantown Housing Authority offers various affordable housing rehab programs to existing homeowners.

- CDBG Housing Rehab
Homeowners and Landlords
within the City of Morgantown.
Funded through the City of Morgantown CDGB Program, Morgantown Housing Authority offers low interest loans and grants to qualified homeowners for repairs.
Programs include:
- Home Improvement Program - Loans for homeowners up to $20,000 at 2% interest for 10 years for substantial repairs and improvements. Loan is forgivable over 5 year period for elderly and disabled.
- Barrier Free Program - A one time grant to homeowners or landlords of up to $5,000 for renovations that would enable an elderly or disabled person to remain in the home.
- Emergency Repair Program - A one time grant for homeowners for emergency type repairs.
- Rental Rehabilitation Program - A loan up to $10,000 at 1% interest for 10 years with an incentive of up to a $2,500 grant to improve the exterior appearance of the structure.
*All eligible homes will be brought up to City Residential Maintenance Code.
To Qualify for Repairs:
- Home must be in the City of Morgantown.
- Provide proof of Homeowners Insurance.
- Provide proof of Paid City Taxes/Fees.
- Some Credit Criteria Apply
- Have Household Income below 80% of Area Median Income (see below)

What kind of repairs can I get done to my home?
All repairs that address health and safety issues qualify. Items such as roofs, plumbing, and structural, electrical all qualify.
Can I do all the work myself or can a family member do the project?
You must have a qualified licensed contractor. The contractor must supply copies of all licenses and insurance documents.
Do I have to own my home to qualify for repairs?
You must own your home and use it as your primary residence. Lifetime rights to the property will qualify.
Are there income limits on rehab loans/grants?
Income limits do apply. The total household income must not exceed 80% of the total Area Median Income.
What area does the CDBG program cover?
Your home must be located within the Morgantown City Limits to qualify for the CDBG Program.
